After an environmental impact study was published the following year, the cities of Irving, Euless and Grapevine sued the airport over its expansion plans, a battle that was ultimately decided in its favor by the US Supreme Court in 1994. The airport's board members are appointed by the Dallas and Fort Worth owners and cities, while non-voting members are rotated from the airports of the four neighboring cities.
